Job Purpose:

To provide technical support to the MOH on human resources management and development in the scale up of the implementation of prevention interventions of HIV&AIDS

Key Functions:

• Supporting implementation and regular reviews of the Human Resources of Health (HRH) Policy for the attainment of AIDS Free Generation
• Working with partners to develop costed proposals for recruitments oof critical staff for scale up of interventions for the attainment of AIDS free Generation
• Promoting and enhancing Public Private Partnerships and collaborative linkages between the local Governments, Non-governmental organisations, regulatory bodies and the professional associations and development partners in ensuring that the HRH recruited is motivated, retained and absorbed in government payroll in a phased manner
• Coordinating capacity building and development activities targeting health workers at districts and facilities
• Monitoring and evaluation of human resource interventions
• Providing technical support in developing systems for managing staff performance and improved staff productivity
• Developing periodic reports and submission to relevant authorities


Qualifications:

• Must possess a honour's degree in human resources, SWASA, Social Sciences, arts or relevant field
• Must possess a Master's Degree in human resource management, or public health or health services management or business administration or public administration

Experience:

• At least seven (7) years' experience in HRH management at senior level
• Experience working with multiple stakeholders at national, regional and district level is essential
• Familiarity with the health sector policies, programs and systems is essential

Competencies:

• Understanding of Uganda's policy environment and priorities related to human resource
• Excellent knowledge of Ugandan health care system and structures including familiarity with MOH policies, program priorities and regulations.
• Demonstrated leadership and supervision team work, networking, communication and writing skills
• Familiarity with commonly used computer packages e.g Microsoft Word, Excel, Powerpoint and Internet
• Demonstrated knowledge of strategic planning and understanding of the strategic direction of MoH and of PEPFAR programs
