Position Overview

Support the scientists in the design and implementation of monitoring, evaluation and reporting to ensure that the project provides compatible data supportive of program and donor requirements

Key duties and responsibilities
Responsile for developing and implementing methodologies and standards for evaluating program activities.
Support the scientists in the preparation of detailed implementation plans which are consistent with the project objectives and expected outputs and support monitoring and implementation of the approved plan
Assist in setting up a reporting and tracking system to provide information in a efficient and timely manner
Analyse and aggregate M&E data, develop written reports based on evaluation findings
Undertake routine quality control checks for completeness, consistency and accurancy ad raise queries to ensure data is clean

Qualifications, Skills and experience
Must have  a degree in statistics, Economics, Economics, Development studies
At least two years’ experience evaluating HIV/AIDS services
Must have training in project planning and management
Knowledge of national policies relating to HIV/AIDs is an added advantage
Must have through knowledge of computer based applications especially statistical packages, databases, spread sheets and power point.
Other Skills
Good interpersonal and team building skills are desirable.
Strategic planning skills desirable

Responsibilities:

Management

Routinely operate, control and maintain the installed computer systems including control of data processing, peripheral equipment and communications network.
Perform overall records management function including appraisal, file classification, archiving and backup of files in keeping with approved professional standards and methods.

Database Administration
Design and implement a robust data management system including structure server function, storage capacity planning and allocation, monitoring performance and backup/ recovery systems and maintenance of archives.
Controlling and monitoring user access to the database and maintaining security.

Qualifications & Experience:

An honors first degree in Computer Science, Information Technology or equivalent
A Master's degree in Computer Science, Information Technology, Business Administration or related discipline will be an added advantage.

Must be a Certified CISCO Network Associate (CCNA) at a minimum.
Microsoft certification will be an add advantage.
At least 8 years experience.
Understanding of transport sector in Uganda. Age limit - not more than 45 years.

Key Outputs and Deliverables:
Draft six-month plan of research projects using Big Data to improve understanding of UN partner’s programmes on population behavior, needs, and vulnerabilities. Required end of first month;
Report on new data/digital data sources, and data discovery around new data sources and new uses for existing data sources in Uganda. Required end of second month;
Report on new approaches to detecting events and trends within real-time data sources and strategic uses of data and its interaction with data design. Required end of third month;
Report on design and implementation of statistical data quality procedures around new data sources and software required for accessing and handling data appropriately. Required end of fourth month;
Report on coordination initiatives of joint data mining research projects with diverse partners and outreach initiatives with global community through a variety of media. Required end of fifth month;
Final report on all research projects activity and accomplishment and creative visualization report on data findings in a variety of formats. Required end of sixth month.
Institutional arrangement
The Data Scientist will report to the Pulse Lab Manager;
He or she will report on the progress of activities on a weekly basis and this will be done in line with the set deliverables of the assignment;
The Consultant will be supported with all required equipment and supporting resources to conduct the required assignment.

Qualifications, Skills and Experience:
Masters degree in computer science, engineering, statistics, applied mathematics, physics, computational finance, economics, or other related technical disciplines
A first degree and an additional two years relevant experience may be accepted in lieu of the higher university degree.
Familiarity with analytical techniques such as text mining, sentiment analysis, predictive analysis, event detection, and modeling of complex systems;
At least three years of experience in analysis and data visualization;
Experience in a branch of computational informatics (development, health, bio-, geo-, etc), using machine learning;
Experience working with Big Data, social network data, and geospatial data/satellite imagery;
Experience analyzing data from social monitoring systems, monitoring and evaluation work, or other survey work in developing countries;
Experience writing research proposals, scientific articles and technical reports;
Familiarity working with quantitative and qualitative data;
Experience with scripting, coding, and web design required for data access, analysis, and presentation;
Demonstrated experience presenting work to both technical and non-technical audiences;
Willingness to evaluate and adopt the latest advances in AI, machine learning, predictive analysis and visualization.

Language Requirements:
Fluent in English (both oral and written).

Personal Competencies:
Understanding of big data and data analytics;
Strong leadership skills;
Ability to effectively lead teams in ambiguously or undefined problem spaces;
Ability to manage and mentor teams in rapidly shifting environment;
Demonstrated sense of initiative and problem-solving skills;

Understanding of government partners’ workflows and agendas.
Evaluation Criteria:
Technical Proposal (Maximum 70 points):
Relevance of education – 5 points;
Language skills – 5 points;
Relevance of experience (professional / work experience)– 30 points;
Interpretation of the assignment and methodology – 30 points.
Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as responsive / compliant / acceptable and should have the highest combined score (based on 70% technical and 30% price weight distribution) where the minimum passing score of the technical proposal is 70%.

About UMDPC:
The Uganda Medical and Dental Practitioners Council is a statutory body established by an Act of Parliament, Chapter 272 of 1996 to regulate and enforce standards of education and practice in Uganda so as to protect society from harmful effects of malpractice.

Duties and Responsibilities:
Authenticate applications for registration and licensing,
Coordinate the in-flow of data from individual professionals and supervisors, verify and enter it into the database,
Verify entered data to ensure accuracy and compliance with set standards
Maintain data integrity, confidentiality and efficient operations by following laid down policies and procedures,
Prepare an updated list of all registered and licensed professionals and health facilities for publication in the gazette,
Develop and review a database for all Allied Health Professional registrants, licensed private health facilities and accredited health training Institutions in the country,
Ensure an up-to-date register, viii. Make authorized changes in the registers.
Perform other duties incidental to the above assigned from time to time by the supervisor


Qualifications, Skills and Experience:
The applicant should possess a Bachelor’s degree in records and archives management, Bachelors of Library & Information Science from a recognized institution.
Knowledgeable about the different database information systems and use of software packages,
Ability to maintain confidentiality,

Job Summary:

The Library and Information Services Assistant manage the operations of the ERA Resource Center and Facilitate orderly receipt, storage and dissemination of information.

Duties and Responsibilities:
Manage ERA’s resource centre for access to all staff and authorised visitors and attend to user (Internal/external) requests for reading, reference and research materials.
Develop, implement and periodically review resource centre policies, procedures and practices in line with modern information, research and knowledge trends.
Initiate the development of modern information and research services and promote the utilization of the resource centre.
Recommend the acquisition of publications, newsletters, Journals that are of use to ERA operations.
Classify, index and store all Resource Centre materials following appropriate procedures.
Liaise with other relevant sector agencies to enable access to relevant information beneficial to ERA and its stakeholders.
Manage the automated Resource Centre Management System; update its database to reflect all current materials acquisitionsand maintain an accurate inventory of all collections and equipment in the Resource Centre.
Initiate and manage the budget for Resource Centre requirements.
Ensure that Resource Centre materials are kept on good condition, custody and are accessible for
Guide and Train Staff/Authorised visitors on Resource Centre related systems and procedures to enable access to available reading materials
Advise Management and Staff on Resource Centre related matters and needs.
Monitor and periodically evaluate the utilization of the resource centre and generate reports as may be required.
Support higher level registry and information management functions including but not limited to processing of incoming and outgoing records and correspondences, management of records and registry databases and systems , execution and implementation of regular registry projects as and when required from time to time.
Perform any other duties as may be assigned by the Supervisor/ Head of Department/management.

Qualifications, Skills and Experience:
The applicant should hold an honors degree in Library and Information Science (BLIS).
A relevant Post Graduate qualification in records or information management or relevant professional IT qualification will be added advantage
The applicant must have a minimum of 2 years relevant working experience in records and information management services.
Age: 25 -45 years

Organizational skills,
Good spoken and Written Communication skills,
Computer and higher level IT skills, particularly in using databases, information management systems, library and records management applications , internet  and presentation packages.

Duties and Responsibilities:
