Job Title: Policy and Strategic Planning Laboratory Technical Advisor

Key functions:
Providing technical guidance in the development, implementation, monitoring and review laboratory policies and strategic plans
Providing technical support in the developing cost effective, annual work plans and budgets to guide implementation of activities
Working with other regulatory bodies to develop and implement the national laboratory quality assurance system encompassing both public and private sector
In liaison with infrastructure division in MOH and Head of CPHL, offer technical support in the construction of the new National Health Laboratory premises
Technically support the writing of competitive proposal for resource mobilization and funding request
Review various program performance reports before submission to the relevant authorities
Participate in meetings of National Health Laboratories Committee as delegated

Qualifications:
Must possess a Bachelors degree in Medical Laboratory Sciences or MBChB from recognized University
Must possess a Masters degree in Medical Laboratory, Microbiology, Pathology from recognized University
Possession of a Post Graduate Diploma in Health Service Management would be an added advantage
Must have at least nine years of relevant working experience five of which should have been in leadership position at national reference

Competencies:
Demonstrated ability to mentor and supervise laboratory staff
Demonstrated ability in good clinical laboratory practices
Good interpersonal skills, leadership skills and ability to work independently
Should have advocacy, communication, writing and networking skills
Should have update knowledge of infrastructure of modern laboratories and bio safety procedures
Should be a breast with modern laboratory science and practices
Demonstrated ability in drafting, reviewing and implementing laboratory policy at national or regional level
