Job Summary:

Under the general oversight of the Immigration & Border Management (IBM) Division’s Immigration & Visa Support Solutions (IVSS) Unit at HQ and reporting directly to the regional VAC Team Leader programmatically and directly to the Chief of Mission administratively, the Incumbent will provide administrative support for the Canadian Visa Application Centre operated by IOM;

Duties and Responsibilities:
Provide client service excellence to applicants at all times, in full compliance with the CIC Statement of Work (SOW) and the CIC Service Standards.
Assist in the provision of client information: distribution of application forms, information sheets and checklists regarding visa requirements; assist with telephone, fax, e-mail, chat and SMS inquiries from clients (including requirements for submitting visa applications and the location of client’s passport), providing timely and accurate information to clients; marketing and providing assistance to clients with Value Added Services including but not limited to Self-Service and Assisted Data Entry services.
Informing clients of any changes to visa requirements or submission procedures.
Assist in the collection and forwarding of complete applications as per CIC checklists, including biometrics collection: provide guidance to clients on the proper completion of application forms, while reviewing and collecting same applications along with any supporting / additional documents, as required; record, dispatch and follow up on applications and passports; arrange appointments for visa applicants who require interview, as required.
Collection of Fees: Where required, collect the applicable Canadian visa fee(s) and IOM service fee(s); issue accurate receipts; daily reconciliation of receipts and reporting same; Safe keeping of all applications, supporting documentation and fees collected and responsible for CANVAC office keys;
Data Capture; Assist in maintaining a high degree of skill in using the CANVAC software platform provided; enter all applicant data, enroll biometrics as required, submit application documents in the required order, while forwarding all applicant, passport and appointment information to CIC;
Ensure accurate tracking of both applications and supporting documents via the CANVAC software’s bar code scanning system;
Returning of passports, supporting documentation and visa decisions. Assist in collecting processed applications; returning processed applications, passports and supporting documentation;
Reporting: Assist in maintaining accurate and detailed records of all applications and fees received, and biometrics enrolled and report these records daily;
Maintain a professional appearance and migrant friendly demeanor at all times;
Maintain positive working relationships with IOM’s Lead VAC Partner, VFS Global and CIC staff locally.
Immediately inform management of any problems or issues related to her/his daily work and regularly make suggestions on how to improve efficiency and client service.
Comply with the IOM Policy for a Respectful Working Environment”, “IOM Confidentiality Agreement”, “IOM Data Protection Manual”, IOM Standards of Conduct”, and the “IOM Policy on Reporting Irregular Practices, Wrongdoing and Misconduct”.
Such other duties as may be assigned by the Chief, Financial Services in Manila, IVSS/IBM Unit at HQ and the VAC Regional Team Leaders.

Qualifications, Skills and Experience:
The applicant should have a high school diploma in Business Management, Client Services, Social Science or related discipline preferred; or an equivalent combination of education, training & experience;
Four or more years of relevant professional experience in a similar setting & capacity preferred;
Demonstrated ability to maintain accuracy & confidentiality in performing responsibilities;
Excellent knowledge of English, (with additional French) & the local language(s);
Excellent computer skills, especially in MS Office;
Strong interpersonal & intercultural skills with an attention to detail; Team player;
High degree of integrity.

International Business & Technical Consultants, Inc. (IBTCI) is recruiting for a Team Leader for the

anticipated Performance Evaluation of 2006 – 2011 USAID Assistance to Northern Uganda.

The purpose of this performance evaluation project is detailed below:

• To assess the contribution of USAID/Uganda assistance to promoting stability, peace, and recovery in Northern Uganda, relative to evolving context and other donors’ contributions, and share USAID/Uganda’s “stabilization story” with key stakeholders.
 • To evaluate the scale, scope, relevance, and effectiveness of enhanced services, benefits and collective outcomes of USAID-funded projects in Northern Uganda.
• To identify whether or not certain, effective sector investments and approaches were used that could be applied to i) promote rapid stabilization and transfer of services to Ugandan actors and ii) enhance and improve USAID’s role, program management and implementation practices in conflict and post-conflict settings that could inform ongoing and future USAID/Uganda and other donors’ programs.

Roles and responsibilities:

Team leader: Working with other team members, the team leader will shoulder the responsibility of leading the production of all the deliverables, including:
1. In-briefing with USAID/Uganda on arrival;
2. Assigning of specific roles and responsibilities to other team members;
3. Interviewing key USAID Washington and Uganda and other stakeholders cited in this terms of reference;
4. Finalizing and negotiating with USAID the post-Desk Review work plan, evaluation tools, etc. for the evaluation;
5. Developing a time line within the final work plan reflecting a commitment to completing the evaluation within the negotiated time-frame;
6. Ensuring that the logistical arrangements in the field are complete;
7. Holding conference calls with past and current, core team members and USAID/Uganda representatives prior to and following the visit to Uganda;
8. Debriefing USAID/Uganda and key stakeholders on evaluation findings; and
9. Producing a draft report to be left with USAID/Uganda prior to departure, followed by a final report for USAID/Uganda incorporating USAID/Uganda and key stakeholders’ feedback.

Required Qualifications:

Education:
Master degree in International Development/Development Studies, International Affairs, Conflict Recovery or other, appropriate social science discipline, ideally those related to conducting evaluations.
A PhD in an appropriate discipline would be preferred.

Experience:

• 10-15 years of experience in designing, implementing and evaluating stabilization and reconstruction programs designed to address conflict and reconciliation and restore services to displaced populations.
• Versatile international development professional with appreciation of ‘best practice’ approaches to addressing conflict-oriented and enhance governance and service delivery interventions, with substantial experience in at least two of the sectors evaluated, particularly conflict, health and education, and broader socio- economic recovery.
 • Substantive knowledge/familiarity with the evaluation’s other sectors, including agricultural and socio- economic recovery.
 • Previous donor experience leading evaluations in conflict and post-conflict settings in sub-Saharan Africa will be an added advantage.
 • Must have demonstrated experience writing high-quality reports for evaluations of complex, multi-sector programs.
 • Demonstrated strong problem-solving, analytical, managerial, leadership and writing skills are critical for this assignment.
 • The Evaluation Team Leader must have demonstrated inter-personal communications skills and experience interacting and communicating effectively with a broad range of internal and external partners, including international organizations, host country government officials, and NGO counterparts.
 • The Evaluation Team Leader must be fluent in English and have proven abilities to communicate clearly, concisely, and effectively, both orally and in writing.

Peace Corps (PC) is an agency of the United States Government, which brings American volunteer development workers to assist Uganda in capacity building and technical assistance activities in Health, Education and Community Economic Development. There are about 160 Volunteers assigned to non-government organizations, government entities, clinics, colleges and schools. Peace Corps also aims to build cultural understanding between Americans and Ugandans.  All positions require excellent command of English, both spoken and written; native ability in spoken and written in at least one widely spoken Ugandan language.  The positions require extensive travel.


This position is aimed at providing assistance and support to American Peace Corps Volunteers for them to be effective, safe and secure.

Key Responsibilities:

• Maintains Peace Corps systems and further develops new systems to respond, track  all Volunteer needs for safe and secure living, working and traveling,
• Supports the program teams in new site and job development for Volunteers. This includes site identification, housing follow-up and verification, and assessment of safety and security concerns.
• Helps train trainees and Volunteers on safety and security policies and practices and supports Volunteers who have experienced a criminal action.
• Compiles data and writes reports for local and headquarters needs.
• Monitors and supports the three Volunteer resource centers outside Kampala, updates internet-based resources.
• Assists in collection of PCV stories.

Qualifications and Experience:
• Education: Bachelor of Arts or Science in any field.
• Experience of at least three years working in a cross-cultural setting meeting the needs of international employees and/ or customers through face-to-face and telephone, email interactions.
• Preferred experience: One year with relevant non-profit organizations or private businesses.

MAIN DUTIES AND RESPONSIBILITIES.

• Databank of landlords with land for sale, lease or joint venture partnerships is generated and up dated.
• Plots allocated to investors following approved procedures.
• Land Leases prepared and issued to owners.
